12) Free Haven Project</a> as a building block for anonymous and
13) censorship-resistant communication and publication systems. Tor is
14) developed by <a href="http://freehaven.net/~arma/">Roger Dingledine</a>
15) and <a href="http://www.wangafu.net/~nickm/">Nick Mathewson</a>, with
16) help from many volunteers around the Internet.</p>
