27) <p>Tor is managed by <a href="http://freehaven.net/">The Free
28) Haven Project</a> as one of the building blocks necessary for
29) a robust censorship-resistant data haven. It is developed by <a
30) href="http://freehaven.net/~arma/">Roger Dingledine</a> and <a
31) href="http://www.wangafu.net/~nickm/">Nick Mathewson</a>, with help from
32) many volunteers around the Internet.</p>

34) <p>Tor's first few years (2002-2004) were sponsored by the <a
35) href="http://www.nrl.navy.mil/">Naval Research Lab</a>, working with <a
36) href="http://www.syverson.org/">Paul Syverson</a> and based on the

38) developed there.</p>
