Change sitemap.xml's MIME type to text/xml

Previously, its MIME type was application/xml, which Subversion thought was a binary file type, so commit-notification mails didn't include diffs. Hopefully, Subversion will recognize text/xml as a text file type, and generate diffs in the future.
