Attempt to reword plugin faq entry to make it more understandable. Also remove FlashBlock recommendation in favor of NoScript, which is much safer.

I can't be the only one this confuses. Change language regarding the differences between a dist only mirror, and a regular mirror. Also, reenforce the recommended update frequency.

declare the faq.wml page ready for translation. it will continue to change, but hopefully just by adding new entries, and not by throwing away the current ones.
