This reverts commit aa6fc45896e7d0740351156a23b87e11b9c02146.

This was done out of order. The release process notes specify that this
version update is to happen after the bundles are uploaded, but before the
incrementals and blog post go live.

Doing this in other orders breaks things. In this case, we broke Tor Browser
Launcher.
